54/22 To Approve the Minutes of the meetings held on 13 September 2022
The Minutes of the meeting of the meeting held on 13 September 2022 were approved and signed by the Chair

A report had been previously circulated by the Clerk

56/22 Progress Reports

56/22.1 Giggle Alley
A report had been received from Forestry England that paths had now been cleared, some ongoing remedial works on trees close to properties prior to felling. ENW still to undertake works on trees close to power lines. Awaiting a management plan on the Japanese Garden and its future

56/22.2 Telephone Box – Hard Knott
Restoration to commence in Spring, a welder has been identified. A phone signal is possible at the site for installation of a defib. A number of stickers have been placed on the box

57/22 Public Participation
The CALC representative gave a short presentation on the Copeland Community Partnership.

59/22 Applications for Development

59/22.1 To examine applications for development and submit observations to the Planning Authority

59/22.2 To ratify the observations submitted by the Clerk under devolved powers since last meeting.

59/22.3 To note the decisions of the statutory planning authority with regards to recent applications
7/2022/4066 Eskdale Mill, Boot
Change of use from rough grazing field to nature/wildlife area. Construction of wildlife pond with viewing platform. Inflow and outflow to existing drainage ditch. Creation of gate access in existing drystone wall. Picnic area with picnic benches. Interpretation boards x3

60/22.1 To approve the following payments:
WH Amos Website maintenance    £ 150.00

60/22.2 To note the receipt of payments

60/22.3 To receive and note the bank reconciliation statements dated 30 September 2022

60/22.4 To consider the Budget Comparison Report as at 31 October 2022 and determine action need to address deviations from the budget

The Clerk had previously circulated a draft budget to all councillors. It was resolved to accept the budget with no changes
Proposed Cllr Postlethwaite, Seconded by Cllr Porter

60/22.6 To determine the Precept for the financial year 2023/24
The Clerk recommended that there be no increase on the precept and for it to remain at £8760
Council resolved to accept the recommendation

61/22.1 GDF Project
See 57/22 above. It was known that the School and the village hall committee were seeking funding for projects.

In the absence of Cllr Carlin – deferred

61/22.3 Defib – Eskdale Green
Cllr Harrington reported that this had been posted to Community Heartbeat, awaiting their report

No further progress

Deferred to January meeting, an interested party to be invited to the meeting

  • Email from the organisers of a Lake District Grand Tour running event from 18-24 September 2022. Organisers to be invited to a meeting to discuss

  • Cllr Postlethwaite requested that LDNP be pursued re walls falling down
