DRAFT MINUTES OF THE ANNUAL MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 13 SEPTEMBER 2022 AT St BEGA’S VILLAGE HALL, ESKDALE GREEN COMMENCING AT 7.30PM

Present: Cllr R Brown (Chair), Cllr M Shaftesley, Cllr C Carlin, Cllr J Harrington, Cllr L Hunt, Cllr I Kirkby, and Cllr T Postlethwaite

Apologies were received and accepted from Cllr D Porter (working), B.Cllr G McGrath, Cty Cllr K Hitchen

39/22 To Approve the Minutes of the meetings held on 12 July 2022
The Minutes of the meeting of the meeting held on 12 July 2022 were approved and signed by the Chair

41/22.1 Giggle Alley
Some activity with some trees felled and cleared

41/22.2 Telephone Box – Hard Knott
Clerk presented costs of repairing the telephone box of £1025.94 excluding vat and delivery
Resolved proposed by Cllr Hunt and Seconded by Cllr Kirkby that the parts be ordered.
Clerk to seek funding from Eskdale Open
Cllr Harrington to contact an electrician re power supply
Cllr Carlin to put a piece on Facebook seeking volunteers to help with project commencing on 22 October 2022 at 10am

None received
Cllr Carlin stated that the Chief Exec for Cumberland had now been appointed.

44/22 Applications for Development

44/22.1 To examine applications for development and submit observations to the Planning Authority
7/2022/4066 Eskdale Mill, Boot
Change of use from rough grazing field to nature/wildlife area. Construction of wildlife pond with viewing platform. Inflow and outflow to existing drainage ditch. Creation of gate access in existing drystone wall. Picnic area with picnic benches. Interpretation boards x 3

The installation of a 40m lattice tower supporting 6 no. antennas, 4 no. transmitters

45/22 FINANCIAL RECORDS

45/22.1 To approve the following payments:

  • L Cooper Clerks Salary and expenses £345.90
  • HMRC PAYE £79.20
  • J Harrison Verge cutting £2250.00

It was resolved to order a model of a serving officer from Royal British Legion at a cost of £200

45/22.3 To receive and note the bank reconciliation statements dated 31 July 2022
This was checked and verified by Cllr Kirkby

45/22.4 To consider the Budget Comparison Report as at 31 August 2022 and determine action need to address deviations from the budget

45/22.5 To approve the external auditor for the years 2022-2027
The Clerk recommended that the council continue with the Government appointed auditors. Seconded by Cllr Hunt. Resolved

45/22.6 S137 donations
Deferred to January meeting

45/22.7 For information only: To note that the audit for 2021/22 has been approved by the external auditor and no further actions required
A vote of thanks was given to the Clerk for her work on achieving a successful audit

46/22.1 Eskdale Open/Telephone Box

46/22.2 Fred Whitton Challenge
Resolved to maintain dialogue with organisers and seek regular updates on planning so that the community can be informed

46/22.3 Environmental projects/climate change
Cllr Carlin reported that there had been 3 responses, one of which was to promote car sharing forum

46/22.4 GDF Project
Village hall applying for money for a feasibility study but struggling to make contact to discuss application

46/22.5 Hidden Gems
Swimming pool, Outward Bound Centre, Eskdale Green Field Boundary stones, Sheep folds on fells
Cllr Carlin to pursue

46/22.6 Defib – Eskdale Green
Cllr Harrington to send defib to Community Heartbeat to see if they can get it working
Reported as offline to North West Ambulance Service

46/22.7 Eskdale Trail
Clerk reported that Eric Barker was not involved to ascertain who is leading on it.

46/22.8 Code of Conduct
This had been previously circulated
Resolved to accept Proposed Cllr Shaftesley, Seconded by Cllr Kirkby

46/22.9 Verge Cutting
A letter of complaint had been received re verge cutting – Clerk to respond
Clerk to circulate details to councillors re a Lengthsman role

47/22 To receive reports from representatives on outside bodies
Village Hall – feasibility study to be undertaken as to the viability of the hall. Tenders to be put out.

48/22 Correspondence
To discuss any correspondence received for open discussion

  • Letter from Germany requesting details and history of St Catherine’s Church
  • Email from a resident of Randle How of cars not adhering to the “Do not follow Satnav” sign

49/22 Councillor Matters

  • Cllr Kirkby enquired if the telephone box by the toilets was still remaining. The Clerk responded that nothing had been heard to the contrary
  • Cllr Hunt enquired about Smithybrow Lane towards Giggle Alley. Responsibility of landowners to keep it clear
  • Cllr Carlin enquired about tribute flowers for the Queen – agreed to purchase a wreath to the value of £60

The next meeting of the Parish Council 8 November 2022 at St Bega’s Village Hall, Eskdale Green
