DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 17 JANUARY 2023 AT ST BEGA’S VILLAGE HALL, ESKDALE GREEN COMMENCING AT 7.30PM

Present: Cllr C Carlin, Cllr L Hunt, Cllr J Harrington, Cllr D Porter and Cllr T Postlethwaite

66/22 In the absence of the Chair and the Vice Chair, a vote was taken to elect a Chair for the meeting.

Proposed by Cllr Postlethwaite, Seconded by Cllr Harrington that Cllr Hunt be elected as Chair for the meeting

Cllr Hunt took the Chair and commenced the meeting

67/22 Apologies for absence

Apologies were received and accepted from Cllr M Shaftesley (working), Cllr R Brown (meeting), Cllr I Kirkby (ill)

There were no Declarations of Interest

70/22 To Approve the Minutes of the meetings held on 8 November 2022

The Minutes of the meeting of the meeting held on 8 November 2022 were approved and signed by the Chair

The planned meeting of the council dated 10th January 2023 was cancelled as not quorate due to flooding in the area.

71/22 Police Liaison Report

A report had been previously circulated by the Clerk

72/22.1 Giggle Alley

Noted that more trees had been felled.

73/22 Public Participation

The member of public explained about voluntary works being undertaken along the valley with regards to verge, hedge cutting and drain clearing.

75/22 Applications for Development

75/22.1 To examine applications for development and submit observations to the Planning Authority

7/2023/4001 Fell View Garage, Eskdale
Erection of new dwelling, and renovation of existing building on the former site of Fell View Garage, Eskdale. Change of use from Class E – Commercial, Business and Service to C3 Dwelling houses

Resolved to support the application but a requirement for a slate roof in keeping with surrounding dwellings.

77/22.3 Defib – Eskdale Green

Clerk reported that defib was working but may need replacing. To be placed on March agenda along with the refurbishment of the Hard Knott telephone box project and defib.

No further progress

Clerk to establish hourly rate for March meeting to make a decision

Village Hall – no report.

79/22 Correspondence

To discuss any correspondence received for open discussion

  • None

80/22 Councillor Matters

  • Cllr Harrington reported that grit bins had been placed on road to Birker but none placed within village
  • Cllr Harrington reported that a car had been abandoned on the grass verge opposite the King George. Clerk to report to police
  • Cllr Carlin questioned where the silhouette had disappeared to. Cllr Harrington to locate and store.
  • Clerk to confirm dates for meetings
  • Cllr Hunt requested that the Community Plan be placed on the next agenda

81/22 Date of Next Meeting

The next meeting of the Parish Council 14 March 2023 at St Bega’s Village Hall, Eskdale Green

There being no other business the meeting closed at 2025 hours.
