MINUTES OF THE ANNUAL MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 9 JULY 2024 AT St BEGA’S VILLAGE HALL, ESKDALE GREEN COMMENCING AT 7.30PM

21/24 Apologies for absence

None

22/24 Co-option of Councillor

Alison Rutherford had expressed an interest in being co-opted onto the council.

Proposed by Cllr Hunt, Seconded by Cllr Shaftesley and resolved that Ms Rutherford be duly co-opted onto the council. Ms Rutherford signed the acceptance of office in the presence of the clerk.

24/24 Declarations of Interest

There were no Declarations of Interest.

25/24 To Approve the Minutes of the meetings held on 14 May 2024

The Minutes of the meeting of the meeting held on 14 May 2024 were approved and signed by the Chair.

A report had been previously circulated by the Clerk.

27/24.1 Clerk’s Report

The broken traffic mirror at Boot had been reported to Highways. They stated that these were not allowed and would not be replaced.

29/24 Applications for Development

29/24.1 To examine applications for development and submit observations to the Planning Authority

7/2024/4045 Eskdale Vicarage, Boot
Construction of lightweight, timber framed, garden studio, and bike store in the grounds of existing Vicarage and Coach House.

Supported in principle

29/24.2 To ratify the observations submitted by the Clerk under devolved powers since last meeting.

32/24 Parish Matters

32/24.1 Hard Knott Telephone Box

Cllr Kirkby has still not heard from the National Trust. He had been sent a video of one being used as a “pop-up” café. Going to chase re being used as an Information hub with leaflets etc. Still requires the crown gold painting.

32/24.2 Community Plan

Cllr Hunt presented a draft document based on the initial survey. Clerk to contact ACT for advice on next steps. Clerk to find details of number of properties within the Parish.

32/24.3 Hole Rockfoot Station, Boot

Clerk stated that this had been reported to ENWL. Cllr Rutherford to provide new photographs for Clerk to report again.

32/24.4 Environment

32/24.5 Feedback from Annual Parish Meeting

None

33/24 Reports from Representatives on Outside Bodies

Village Hall – Cllr Shaftesley reported that a grant had been received from ENW for the Hall to become a “warm space”. Charity Commissioners had rejected the first document and this is to be re-submitted. Still issues around ownership.

34/24 Correspondence

External Auditors had accepted the AGAR and approved it. Councillors thank the Clerk for her hard work in this matter.

35/24 Councillor Matters

Cllrs Hunt and Rutherford gave their apologies for the September meeting.

36/24 Date of Next Meeting

The next meeting of the Parish Council will be held on 10 September 2024 at St Bega’s Village Hall, Eskdale Green commencing at 7.30pm.

There being no other business the meeting closed at 2008 hours.
