25/21 To Approve the Minutes of the meeting held on 4 May 2021

The Minutes of the meeting of the meeting held on 4 May 2021 were approved and signed by the Chair

A report had been previously circulated by the Clerk

27/21 Progress Reports

27/21.1 Giggle Alley

It was noted that work had been undertaken by the NorthWest Electricity but work had now stopped.

27/21.2 Hard Knott Telephone Box

Volunteers were required to tidy the box up. As a Grade 2 listed building funding to be sought to refurbish. Cllr Vickers to supply the Clerk with some photographs of its current state.

27/21.3 Defibrillator

The Defibrillator that is to be donated by the Fred Whitton Challenge will be located at West Lakes Adventure.

A volunteer is required to undertake the weekly checks on the defib located at the toilets.

30/21 Applications for Development

30/21.1 To examine applications for development and submit observations to the Planning Authority

Alteration and extension for sun room and ensuite shower room

The Council resolved to support this application

Enforcement notice appeal: Low Birker Farm, Boot
The Council resolved to support the LDNP enforcement of unauthorised development on this site. The council commented that the diagram attached to the correspondence did not show the extent of the development.

30/21.2 To ratify the observations submitted by the Clerk under devolved powers since last meeting.

31/21.1 To approve the following payments:

32/21 Parish Matters

32/21.1 Housing Survey/Community Plan

Cllr Carlin had circulated a draft housing survey report. To be discussed at the September meeting

32/21.2 Appoint Councillors to School governors and Village Hall Committee

Cllr Kirkby was nominated to represent the council on the School governors

Cllr Postlethwaite was nominated as the council representative on the Village Hall committee.

32/21.2 Meeting with United Utilities

Cllr Vickers reported that a meeting had be held with representatives from United Utilities re the sewage treatment plant.

The plant was built in 1960 and met current regulations and remedial works are to be carried out by end of 2021.

Smell – pipework had been damaged by an unknown vehicle and this had now been repaired.

There is spare capacity within the system and any future new developments in the locality could be met should access be requested.

There was a plan to install extra soakaway pipes.

Rainwater – pre 2012 connections, rainwater can go down the UU system.

32/21.3 Eskdale Open

Awaiting quotations for works before approaching

32/21.4 EV Charge Points

Charge My Street investigating the Dalegarth location

32/21.5 Fred Whitton Challenge

The event to be held on 19 September 2021. The Council expressed disappointment that the representatives of Fred Whitton had not held to their commitments made at the meeting with the community on 9 February 2021

Clerk to contact Cty Cllr K Hitchen re road closures and impact on local businesses.

32/21.6 Eskfest

This event had gone ahead and there were many positive comments regarding it.

32/21.7 FOLD Landscape Grants

To be discussed at the September meeting – possible applications wildflowers for verges, to revitalize the banking by the toilet car park.

32/21.8 Queen’s Platinum Jubilee

To be discussed at the September meeting re a beacon

33/21 To receive reports from representatives on outside bodies

34/21 Correspondence

To discuss any correspondence received for open discussion

  • An email had been received from a resident requesting that roadside verges be left as natural habitats for wildflowers. After consideration it was considered by the Council that verges required to be cut for road safety and to aid the flow of traffic.

35/21 Councillor Matters

  • Cllr Vickers suggested that CCC be contacted to stop the hedge cutting through the valley which weas considered a waste of time.
  • Cllr Vickers asked if a reminder could be sent to Highways regarding the car count and speeding through the village. Copy in Cty Cllr Hitchen

36/21 Date of Next Meeting

Full council meeting 7.30pm 14 September 2021 at St Bega’s Village Hall, Eskdale Green
