HELD ON TUESDAY 17 AUGUST 2021 AT St BEGA’S VILLAGE HALL,
ESKDALE GREEN COMMENCING AT 7.30PM

37/21 Apologies for absence

Apologies were received from Cllr C Carlin (holiday), Cllr D Porter (ill), and Cllr T Postlethwaite (ill)

38/21 Exclusion of Press and Public

There were no items on the Agenda requiring the exclusion of press and public

39/21 Declarations of Interest

Cllr Brown declared an interest in planning application 7/2021/4092

40/21 Public Participation

The member of the public raised concerns regarding the proposed development at Banklands, feeling that it was an intrusion on the landscape, a creeping development. Concerns were raised of the possible change of use in the future to a dwelling, light pollution and impact on natural habitat especially nocturnal preditors.

41/21 Applications for Development

41/21.1 To examine applications for development and submit observations to the Planning Authority

7/2021/4092 Banklands, Eskdale
New detached garage and workshop following refusal of application 7/2021/4036

After discussion the Council resolved not to support this application for the following reasons:

  1. The proposed garage is a substantial distance from the main residence and is to be built on new ground in a location which will have a negative visual intrusive impact on its surroundings which would be visual from neighbouring properties and also visitors using the Rattie railway

The introduction of a septic tank and the size of the development raised concerns amongst councillors and residents that the property may in the future be subject to a change of use to a dwelling/holiday let.

The development and construction of the garage has a negative impact on mature trees located within close proximity to the site. It has been observed that a barn owl hunts this area and the development may disturb this and other as yet unidentified wildlife which resides within the mature trees and natural habitat.

The proposed development is outside the natural development boundary of the village

Replace septic tank with new Tricel UK 18 sewage treatment plant and filtration bed

The Council resolved to support this application
