61/21 To Approve the Minutes of the meetings held on 14 September 2021
The Minutes of the meeting of the meeting held on 14 September 2021 were approved and signed by the Chair

63/21.1 Giggle Alley
The Clerk had issued an invite to Olly Fielden to give an update on Giggle Alley but had not received a response.
63/21.2 Hard Knott Telephone Box
After discussion it was resolved to investigate the removal of the Grade 2 listing on the phone box and look at whether it could be a converted to an electric vehicle charge point.
64/21 Public Participation
2 members of the public were present who expressed concerns regarding the appeal on planning application 7/2020/4077 and asked the Parish Council to object to the appeal and support the original decision to refuse planning consent.
65/21 County Councillor/District Councillor reports
B. Cllr McGrath reported that the land immediately above the car park did not belong to Copeland B.C.
Local Government Reorganisation – Cumbria to be split into Cumberland (Carlisle Allerdale and Copeland) and Westmorland and Furness (Eden, Lakes and Barrow)

No of councillors reduced to 46 for Cumberland and 65 for Westmoreland, Borough councillors would disappear. Elections May 2022 to form a shadow cabinet taking total control 2023. It is estimated it will take 7 years to hand over all services.
GDF search – 2nd stage setting up of Community Partnerships one centred around Millom/Whicham, looking out to sea. Does not affect LDNP communities
CBC are bringing forward plans to replace bin lorry fleet around recycling. No doorstep pre-sorting required as the bins will take mixed recycling.

The Clerk had circulated a draft budget prior to the meeting. After discussion the council resolved to accept the budget of expected expenditure of £7847.93

67/21.6 To approve the precept for the financial year 2022/23
After discussion the Council approved a 7% increase of £760 on the 2021/22 precept. This increase would bring the reserves to a strong financial footing and allow the council to move forward on projects.

68/21 Parish Matters
68/21.1 Housing Survey/Community Plan
Cllr Carlin reported that the figures presented by Copeland BC re rental were significantly below the actual rents charged and she has notified them of this. She expects to present the report in the new year.

68/21.3 Fred Whitton Challenge

To arrange a meeting between Fred Whitton challenge and businesses to discuss impact. Clerk to contact other parishes to determine the impact of the event on them
68/21.4 FOLD Landscape Grants – Community Garden
C. Cllr McGrath confirmed that the land above the car park did not belong to CBC. Cllr Hunt to investigate ownership
68/21.5 Queen’s Platinum Jubilee
After discussion it was agreed to off services to Muncaster beacon
68/21.6 Hedge cutting and environmental projects
It was resolved that wild flowers would be planted in the Forge Bridge/Forge verges
68/21.7 Speeding
It was understood that a speed survey had been undertaken outside the times when requested. Clerk to approach Cty Cllr Hitchen with concerns
68/21.8 Local Government Reorganisation
The Clerk reported that it is possible that the Parish Council would have to bear the full cost of the elections in 2024 as it is unlikely that any other elections would be held that year. It is as yet unknown what the full cost of this will be.

Cllr Postlethwaite reported he was to attend a meeting on Wednesday 17 November to discuss the future of the village hall.
