Draft Minutes of the Meeting of the Parish Council held via virtual conference call on Tuesday 13 April 2021 commencing at 7.30pm

128/20 To Approve the Minutes of the meetings held on 26 January 2021 and 9 March 2021
The minutes of the meetings were approved and will be signed by the Chair at the next appropriate meeting. Proposed by Cllr Hunt and Seconded by Cllr Carlin

129/20 Police Liaison Report
These had been previously circulated by the Clerk.

130/20 Progress Reports

130/20.1 Giggle Alley
It was believed that there was a delay on the progress of this, awaiting ENW actions. Mr Fielden to be invited to the May Meeting to provide an update

130/20.2 Hard Knott Telephone Box
The Clerk confirmed that the phone box was owned by the Parish Council. Cllr Hunt to pursue with Community Heartbeat re the installation of a defibrillator into the box. Fred Witton also to be approached to see if they would donate one. Monies may be available form Eskfest for community project to restore the phone box.

The council expressed concerns regarding the size of the proposed development, that the timber cladding was not in keeping with the surrounding architecture and the lack of details in the plans submitted regarding actual size of the proposed garage.

134/20 A motion was made that Agenda item 11.11 LDNP Visitor Management Action Plan to enable Mr T Watson and Mr M McKinley who had joined the meeting from LDNP to speak

135/20 LDNP Visitor Management Action Plan
The Chair welcomed the speakers to the meeting.
Mr Watson gave an explanation as to how the LDNP were to manage the expected influx of visitors and how to manage anti-social behaviour by the minority. There were 100 volunteers on the ground in pressure areas, plus an additional 200 patrolling volunteers from different organizations managed by the Tactical Visitor Management Group which includes police, mountain rescue, Copeland BC. A dedicated email address which is manned 24 hours has been set up for anyone experiencing problems to report to CVAlerts@lakedistrict.gov.uk.
The Chair thanked the speakers for their information.

136/20.1 To approve the following payments:

136/20.3 To receive and note the bank reconciliation statements dated 28 February 2021
This had been checked and verified by Cllr Kirby

136/20.4 To consider the Budget Comparison Report as at 31 March 2020 and determine action need to address deviations from the budget.
The Clerk had previously circulated the budget showing the under and over spends for the year.

136/20.5 To approve the Risk Assessment
This had been previously been circulated and was approved

136/20.6 To approve the Asset Register as at 31.3.2021
It was noted that the telephone box at Hard Knott had been added

136/20.7 To Approve the Governance Statement
The Chair read out each statement to the meeting and each statement was agreed upon by the Council and approved
Proposed by Cllr Kirby, Seconded by Cllr Hunt

136/20.8 To determine the contract for verge cutting 2021
Contractors to be contacted and invited to tender. After discussion it was agreed for road safety that verges be cut before mid July

137/20 Parish Matters

137/20.1 Housing Survey/Community Plan
Cllrs Carlin and Hunt had produced a draft questionnaire re housing needs to be distributed to all homes via the Parish Magazine and also placed on the website. Amendments were discussed and approved.
A reported had been received from Copeland BC re proposed housing needs.
Cllr Carlin to contact LDNP to ascertain if the planned survey results would hold weight in future planning decisions.

137/20.2 Emergency Plan
Clerk reported that this was to be distributed

137/20.3 United Utilities
Still awaiting a date to meet.

137/20.4 Traffic Speed Restrictions and gritting
A response had been received from CC Highways who will review the gritting provision during the summer months and will undertake a speed survey.

137/20.5 Eskdale Open
This to remain an agenda item as the Community Plan develops. Monies may be required to refurbish the phone box at Hard Knott

137/20.6 EV Charge Points locations
Copeland BC have confirmed that the car park does belong to them. Clerk to contact Charge My Street for a survey

137/20.7 Local Government Reorganisation
After discussion the preferred option of the council was the proposed 2 Unitary Authorities based on the East/West split

137/20.8 Annual Parish Meeting
Due to changes in Covid-19 restrictions it was resolved that the Annual Parish to be held remotely on 4 May 2021 commencing at 7pm

137/20.9 Return to Face-to-face meetings
It was resolved that the May meeting would be held on 4 May after the Annual Parish meeting and then reviewed as to the June date.

137/20.10 Eskfest
Cllr Hunt to invite a representative to the May meeting

137/20.11 LDNP Visitor Management Plan

137/20.12 Coast to Coast cycle ride 26 June 2021
The council were happy with the arrangements outlined

  • Cllr Carlin asked if a representative from Connecting Cumbria Hidden Coast could be invited to a meeting to discuss. The Clerk to arrange

The Annual Parish Meeting to be held virtually on 4 May 2021 at 7pm
The next full meeting of the Annual General Meeting of the Parish Council to be held virtually on 4 May 2021 following on from the Annual Parish Meeting. The ordinary meeting of the Parish Council will follow on from the Annual Meeting
