DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 14 MARCH 2023 AT ST BEGA’S VILLAGE HALL, ESKDALE GREEN COMMENCING AT 7.30PM

Present: Cllr R Brown (Chair), Cllr C Carlin, Cllr L Hunt, Cllr J Harrington, Cllr M Shaftesley, Cllr I Kirkby and Cllr T Postlethwaite

Apologies were received and accepted from Cllr D Porter (working)

85/22 To Approve the Minutes of the meetings held on 17 January 2023
The Minutes of the meeting of the meeting held on 17 January 2023 were approved and signed by the Chair

A report had been previously circulated by the Clerk

87/22.1 Giggle Alley
Noted that a botanist had been examining the Japanese Garden. Clerk to seek an update.

90/22 Applications for Development

90/22.1 To examine applications for development and submit observations to the Planning Authority
7/2023/4007 Fisherground Lodges, Eskdale
The conversion and change of use of redundant agricultural shed into 3 tourist attraction units, the conversion and change of use of a redundant shed used as a games room for the lodges into a single tourist accommodation unit, the siting of an additional free standing lodge, addition of new external cladding and roof finishes to the redundant sheds, Associated changes t the site for car parking and landscaping
Supported but council considered the design not sympathetic to the area

90/22.2 To ratify the observations submitted by the Clerk under devolved powers since last meeting.

90/22.4 Consultation – Eskdale Estate – New Woodland Planting EIA Forestry Determination

91/22.1 To approve the following payments:

91/22.2 To note the receipt of payments

91/22.4 To consider the Budget Comparison Report as at 28 February 2022 and determine action need to address deviations from the budget
The Clerk reported that there was an underspend of £1663.55 on the budget which would be placed in reserves

92/22 Parish Matters

92/22.1 Defib – Eskdale Green
Clerk reported that the existing box is not suitable for the fitting of a defib and requires replacing. LDNP to be contacted to disconnect the electricity to the box. To approach Fred Whitton Challenge for monies to replace box and defib.

Awaiting better weather before commencing refurbishment

92/22.3 Eskdale Trail
Council expressed concern at the new sign posts that had been erected which are not in keeping with the environment and no consultation with landowners

Advert to be placed on website and in shop for a start date on 1 April 2023

92/22.5 Community Plan
Resolved that all councillors will attend training on 28 June 2023

92/22.6 Village Hall Donation
Resolved to donate £100 towards Village Hall costs

Village hall are planning an event on 11 May 2023

92/22.8 Standing Orders 2023
Standing Orders have been reviewed and updated
Proposed Cllr Kirby, seconded Cllr Shaftesley to accept

92/22.9 Parish Council Elections
The Clerk gave an update all nominations to be submitted by hand to Copeland Borough Council at Whitehaven by no later than 4pm 4 April 2023

92/22.10 Annual Parish Meeting
Resolved to hold the Annual Parish Meeting on 9 May 2023 commencing at 7pm

93/22 To receive reports from representatives on outside bodies
Village Hall – Cllr Shaftesley reported that the Village Hall Committee were to undertake a feasibility study for the hall.

94/22 Correspondence
To discuss any correspondence received for open discussion

95/22 Councillor Matters

  • Cllr Hunt asked if the security lights at Gatesyde Place could be reported. These are encroaching into properties

96/22 Date of Next Meeting
The next meeting of the Parish Council 9 May 2023 at St Bega’s Village Hall, Eskdale Green
