DRAFT MINUTES OF THE ANNUAL MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 13 MAY 2025 AT ST BEGA’S VILLAGE HALL, ESKDALE GREEN COMMENCING AT 7.30PM

1/25 ELECTION OF CHAIRMAN/VICE CHAIRMAN

Clr Brown, Proposed by Cllr Kirkby, Seconded by Cllr Hunt, was elected as Chair and signed the acceptance form.

Cllr Shaftesley, Proposed by Cllr Hunt and Seconded by Cllr Kirkby, was elected as Vice Chair and signed the acceptance of office form.

To reaffirm that the Parish Council meets the conditions under section 8(2) of the Localism Act 2011 and The Parish Councils (General Power of Competence) (Prescribed Conditions) Order 2012 and therefore may act under the General Power of Competence.

There being no other business the normal meeting will progress.

It was resolved that the council met all the requirements to submit a Certificate of Exemption for 2024/25. Proposed Cllr Shaftesley, Seconded by Cllr Hunt.

15/25 Parish Matters

15/25.1 Hard Knott Telephone Box

Cllr Kirkby stated that the school were keen to display art work in the box. Suggested book tokens for best work. It was noted that a local resident had removed fly postering from the telephone box.

15/25.2 Community Plan

Questionnaire produced, Clerk to produce enough to be posted to every property approx. 136. All responses to be in by 4 October 2025.

15/25.4 Environment

None.

15/25.5 Japanese Garden

No update.

16/25 To receive reports from representatives on outside bodies

17/25 Correspondence

To discuss any correspondence received for open discussion:

  • Email received seeking advice re the potential purchase and change of use of a property – Clerk advised that they contact LDNP for advice.

18/25 Councillor Matters

  • Cllr Kirkby requested that the proposed donation to the 1st responders be placed on the July agenda.

19/25 Next Meeting

The next meeting of the Parish Council: 8 July 2025 at St Bega’s Village Hall, Eskdale Green commencing at 7.30pm.
