DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD VIA TELEPHONE CONFERENCE CALL ON TUESDAY 24 NOVEMBER 2020 COMMENCING AT 7.30PM

80/20 Applications for Development

80/20.1 To examine applications for development and submit observations to the Planning Authority

7/2020/4085 Mountain View, Eskdale,
Non-material amendment to planning permission ref 7/2019/4094 (New single storey part rear and part side extension to existing two storey house to replace existing dilapidated rear lean-to) – changes to roofing and walling materials

The Council resolved to support the application in respect of the walling materials change, but not to support the changes to the roofing materials.

80/20.2 To ratify the observations submitted by the Clerk under devolved powers since last meeting.

80/20.3 To note the decisions of the statutory planning authority with regards to recent applications:

7/2020/4079 Eskdale Mill, Boot
Replacement of four fixed light windows with bottom hung inward opening
Listed Building Consent given

80/20.4 Tree Preservation Order Fairfield, Eskdale
The Clerk reported notification had been received that a Tree Preservation Order had been placed on the tree located at Fairfield, Eskdale

81/20 Parish Matters

81/20.1 Copeland Local Plan Consultation
Cllr Carlin had produced a draft response to the Copeland Local Plan Consultation. Concerns were expressed that although the growth plan included an increase in housing stock throughout Copeland, the plan did not include an infrastructure delivery plan, including secondary school provision to manage the increased population.

81/20.2 School Catchment areas

Councillors expressed concerns that rural communities were being disadvantaged when school catchment areas were considered and the allocation of Secondary School provision

82/20 Correspondence
To discuss any correspondence received for open discussion:

  • An email had been received from Cllr Ashall tendering her resignation.
  • Email correspondence had been received regarding the request for a speed limit. To be placed on the agenda at the next meeting with proposals.
  • An email had been received requesting information on communities supporting families in crisis, especially with food poverty. Cllr Kirby reported that 9 families were being supported by the mobile food bank.
  • An email had been received regarding the possible sites for EV charge points. To be discussed at the next meeting.
  • A request had been received from the Fred Whitton challenge requesting a meeting with the Council. The Clerk to contact to arrange a suitable date.
  • An email had been received from Janice Harrington applying to be co-opted on to the Council. It was agreed that Janice be invited to the next meeting and the co-option to be undertaken.

83/20 Councillor Matters

  • Cllr Carlin stated that she had attended a meeting at LDNP. The LDNP Management Plan would be coming out for consultation in early part of 2021.

84/20 Date of Next Meeting
The next full meeting of the Parish Council to be held on 12 January 2021 commencing at 7.30pm.

There being no other business the meeting closed at 20.28
