DRAFT MINUTES OF THE ANNUAL MEETING OF THE PARISH COUNCIL HELD ON TUESDAY 14 NOVEMBER 2023 AT St BEGA’S VILLAGE HALL, ESKDALE GREEN COMMENCING AT 7.30PM

The Minutes of the meeting of the meeting held on 12 September 2023 were approved and signed by the Chair

A report had been previously circulated by the Clerk

56/23.1 Clerks Report
The Clerk stated that the lack of white lines at the Junction by the King George had been reported. Cllr Kirby reported a near miss at this junction and this was becoming common especially by visitors. Clerk advised that all near miss incidents should be reported to the police. Clerk to report again and contact Irton with Santon PC re issues of no white lining at the entrance to Eskdale.

59/23.1 To examine applications for development and submit observations to the Planning Authority

The Clerk presented a draft budget for discussion.
Resolved: Proposed by Cllr Carlin, Seconded by Cllr Hunt to accept the budget as presented.

60/23.6 To determine and approve the precept for the financial year 2024/25
Resolved: Proposed by Cllr Hunt, Seconded by Cllr Shaftesley that there be no increase in the precept and it remain at £8760 for the financial year 2024/25

61/23 Parish Matters

61/23.1 Hard Knott Telephone Box
The replacement bars have now been welded on. Lengthsman awaiting a weather window to undertake the painting and fit the glass.

61/23.2 Community Plan
Cllr Carlin reported that there had been 3 suggestions, 30mph speed limit, working closely with the Village Hall Committee, Japanese Garden, Internet connectivity
Clerk to produce initial questionnaire 3 questions

Councillors present were set up with the new email addresses. Clerk to contact Cllr Porter

Clerk to contact grass contractor re Forge Bridge where wild flowers have been seeded
Clerk to seek 5 trees for planting at Forge Bridge

Cllr Hunt to lead.

Village Hall Committee – Cllr Shaftesley reported that the GDF funding application had been rejected. Trying resolve the ownership issue. A new Trust to be set up.

To discuss any correspondence received for open discussion

  • Email from resident re change to phone system. Clerk to send a letter of concern to BT and Trudy Harrison
  • Email from a resident re domestic waste bins
  • Advert re wheelie bin speed stickers. Clerk to obtain costs.

64/23 Councillor Matters

  • Cllr Brown reported that the mirror at the end of Boot/Brookhouse junction had been removed, The mirror made it safer to exit this junction.
  • Cllr Kirby reported that Forestry Commission had planted fast growing Spruce rather than native trees.
  • Cllr Carlin reported that she may have to resign in March due to personal matters.

65/23 Date of Next Meeting
The next meeting of the Parish Council 9 January 2024 at St Bega’s Village Hall, Eskdale Green commencing at 7.30pm

There being no other business the meeting closed at 2015 hours.
