24/23 To Approve the Minutes of the meetings held on 16 May 2023
The Minutes of the meeting of the meeting held on 16 May 2023 were approved and signed by the Chair Proposed Cllr Hunt, Seconded Cllr Shaftesley

A report had been previously circulated by the Clerk

26/23 Progress Reports

26/23.1 Clerks Report
A Freedom of Information Request had been received from a resident which was responded to within the statutory time scales.
The Chair of Irton with Santon PC had contacted the clerk with a suggestion that the 2 PCs got together to discuss common issues. The Council were in agreement with this suggestion. Clerk to contact to arrange a meeting.

29/23 Applications for Development

29/23.1 To examine applications for development and submit observations to the Planning Authority

The Town and Country Planning (Appeals) (Written Representations Procedure) (England) Regulations 2009 as amended

Appeal by: Cornerstone
The Council’s position remains the same on this application ie that of supporting the application to enable improvement of services to the local community

7/2023/4058 Fisherground Campsite, Eskdale
The addition of 7no. temporary camping pods on the existing campsite
The council were unable to undertake a determination on this application due to the lack of information available on the LDNP Planning portal website

Screening and stabilising a spoil heap used to bury a septic tank and a concrete and brick derelict septic tank. Screened with grey stained timber terraces and drystone walls to match with vernacular local stone walls and nearby timber elements of Eskdale Mill – retrospective

31/23 Parish Matters

31/23.1 Defib – Eskdale Green
The Clerk had received an offer from the owners of Fisherground Campsite to purchase a replacement defibrillator for the one located at the toilets, Eskdale Green, Proposed by Cllr Kirkby and Seconded by Cllr Hunt to accept the offer of contributing towards the purchase of a replacement defib.

31/23.2 Hard Knott Telephone Box
Lengthsman to be approached to undertake preparatory work on box prior to painting. Volunteers to be requested for 2 September to start painting.

31/23.3 Eskdale Trail
Clerk to write to Cllr Pratt re lack of engagement and consultation

31/23.4 Lengthsman
A Lenghthsman has been appointed and commenced work.

31/23.5 Community Plan
Cllrs Carlin, Harrington and Kirkby attended training on 28 June 2023. Clerk to contact ACT and arrange a meeting where they can advise on moving the plan forward

31/23.6 Security Lights New Close
Security lights now removed.

31/23.7 Co-option of councillors
1 vacancy to be filled. Advertised

31/23.8 Councillor email addresses
The Clerk reported on how councillor email addresses can be linked to the website. Proposed by Cllr Kirkby seconded by Cllr Shaftesley that this be implemented

31/23.9 Complying with Biodiversity duties
Noted and to be a standing item on the agenda under Environmental

31/23.10 Plan Bee consultation
To include school encourage the planting of seeds.

31/23.11 Climate Champions
Noted

32/23 To receive reports from representatives on outside bodies
Village Hall – Cllr Shaftesley reported that the Village Hall Committee have applied for funding for a feasibility study for the hall and a decision on the funding was expected on 14 July 2023. No requirement for Parish Council involvement at this stage.

33/23 Correspondence
To discuss any correspondence received for open discussion

34/23 Councillor Matters

  • Cllr Kirkby requested a “No Cycling” sign be placed on the footpath from St Beg’s Church to New Close. Clerk to write to owners of the footpath
  • Cllr Harrington requested that the poor road markings at the junction of the King George/Bower House be reported

35/23 Date of Next Meeting
The next meeting of the Parish Council 12 September 2023 at St Bega’s Village Hall, Eskdale Green

There being no other business the meeting closed at 2056 hours.
