DRAFT MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD VIA TELEPHONE CONFERENCE CALL ON TUESDAY 9 JUNE 2020 COMMENCING AT 7.30PM

4/20 To Approve the Minutes of the meeting held on 14 January 2020
The minutes of the meeting held on 14th January 2020 were approved and will be signed by the Chair at the next appropriate meeting. Proposed by Cllr Kirby and Seconded by Cllr Ashall

6/20.1 Verge Cutting
It was resolved that the specification be sent out to a number of contractors requesting quotations with a view to the verges being cut either late June/early July or September.

9/20.1 To examine applications for development and submit observations to the Planning Authority

9/20.2 To ratify the observations submitted by the Clerk under devolved powers since last meeting.

The council resolved to support this application

9/20.3 To note the decisions of the statutory planning authority with regards to recent applications:

It was resolved to formalize the procedure for discussing planning applications which arrive mid meetings.

10/20 FINANCIAL RECORDS

10/20.1 To approve the following payments:

L Cooper Clerks salary & expenses £269.40
HMRC PAYE £67.20

To approve the following payments made under Financial Standing Orders

BHIB insurance – renewal £271.85
V Falconer internal audit £40.00
CALC subscription renewal £118.85

10/20.2 To note the receipt of payments
Precept £7500.00

10/20.3 To receive and note the bank reconciliation statements
It was resolved that the bank reconciliation statements would be forwarded to Cllr Kirby for verification

10/19.4 To consider the Budget Comparison Report as at 31 May 2020 and determine action need to address deviations from the budget
No action required

10/20.5 To approve the Risk Assessment/Risk Register
A copy of the Risk Register/Risk Assessment had been previously circulated to all Councillors
It was resolved to approve the document.
Proposed by Cllr Ashall, Seconded by Cllr Kirby
Cllr Ashall volunteered to inspect the condition of the benches at the war memorial and report any faults. Cllr Kirby queried the ownership of another bench located within the Parish.

10/20.6 To approve the Asset Register
The Asset Register had previously been circulated to all Councillors
It was resolved to approve the document
Proposed by Cllr Shaftesley. Seconded by Cllr Hunt

10/20.7 To Approve the Annual Governance Statement
A copy of the Governance Statement had been previously circulated to all Councillors. The Chair read out each statement which was approved by all councillors
It was resolved that the council complied with all statements and met all criteria.
Proposed by Cllr Brown, Seconded by Cllr Vicars

10/20.8 To receive and note the accounts for the year ending 31 March 2020 have been submitted and approved by the internal auditor and that they are a true and correct record.

A copy of the accounts and accounting statement had been previously circulated to all councillors. It was noted that the Internal Auditor report recommended that reserves be increased as they were inadequate at the time of the audit.

10/20.9 To determine that the Parish Council has met the qualifying criteria to certify them as exempt from a limited assurance review.
A Copy of the document had been previously circulated to all Councillors.
It was resolved that the Council met all the qualifying criteria and would certify them exempt from a limited assurance review.

10/20.10 For information only: VAT reclaim submission made for £189.80

11/20 Parish Matters

11/20.1 Parish Plan
Cllr Vicars reported that the plan is on hold until meetings can be held

11/20.2 Septic Tank
Cllr Shaftesley reported that residents at Randlehowe have expressed concerns that the septic tank located at the rear of their properties is leaking or not functioning correctly. The Clerk was instructed to report to United Utilities..

14/20 Councillor Matters

  • Cllr Shaftesley requested that Eskdale Open, who donate money to local projects be placed on the Agenda for the next meeting
  • Cllr Kirby asked that the Emergency Plan be placed on the next Agenda
  • Cllr Ashall reported that there was an increase in road side littering. Some residents had been out collecting litter.

15/20 Date of Next Meeting
The next meeting of the Parish Council to be held on 14 July 2020 via telephone conference call commencing at 7.30pm.

There being no other business the meeting closed at 20.24
