Draft Minutes of the Meeting of the Parish Council held on Tuesday 19 April 2022 at St Bega’s Village Hall, Eskdale Green commencing at 7.30pm

Present: Cllr R Brown (Chair), Cllr I Kirkby, Cllr M Shaftesley, Cllr J Harrington

103/21 Apologies for absence
Apologies were received and accepted from Cllr T Postlethwaite (work), Cllr D Porter (work), Cllr C Carlin and Cllr L Hunt (holiday)

There were no items on the Agenda requiring the exclusion of press and public

105/21 Declarations of Interest
There were no Declarations of Interest

106/21 To Approve the Minutes of the meetings held on 9 March 2022
The Minutes of the meeting of the meeting held on 9 March 2021 were approved and signed by the Chair

111/21.1 To examine applications for development and submit observations to the Planning Authority

Proposed siting of 18 Camping Pods within the approved boundaries of the site

112/21.1 To approve the following payments:

112/21.3 To receive and note the bank reconciliation statements dated 28 February 2022
This had been checked and verified by Cllr Kirkby
The bank statement dated 31 March 2022 was being verified by the Internal Auditor
Cllr Brown is completing the application to be a bank signatory

112/21.4 To consider the Budget Comparison Report as at 31 March 2022 and determine action need to address deviations from the budget
The Clerk reported that there had been an underspend on budget of £2267 which would be placed in reserves. The Clerk reported that the Parish Council was now financially sound and recommended that £6000 be transferred from the current account to the Reserve Account. This was resolved

112/21.5 To approve the Annual Risk Management/Risk Assessment
This had been previously circulated and approved

112/21.6 To approve the Asset Register as at 31 March 2022
Approved Proposed by Cllr Harrington, Seconded by Cllr Kirkby

112/21.7 To approve the Annual Governance Statement
Each point was considered in turn and it was resolved that the council complied with all points. The Chair was authorised to sign the Annual Governance Statement
The Clerk reported that notification had been received from the external auditors that the accounts would be subjected to a Limited Assurance review.

113/21 Parish Matters

113/21.1 Housing Survey/Community Plan
Resolved to accept the housing survey report submitted by Cllr Carlin and for it to be submitted to Copeland BC and the LDNP.
Proposed by Cllr Shaftesley Seconded by Cllr Kirkby
Cllr Kirkby proposed that a vote of thanks for all her hard work on this report be sent to Cllr Carlin

113/21.2 Annual Parish Meeting
To be held 7pm on 10 May 2022 in the village hall. Speaker from the GDF Community Partnership to be invited to attend to explain about the fund.

113/21.3 Letter of Support for services at West Cumberland Hospital
Resolved to send a letter of support for improved services at West Cumberland Hospital

114/21 To receive reports from representatives on outside bodies
Village Hall – It was noted that the Village Hall were holding another meeting regarding the future of the building at the end of the month of April. The VH committee had received offers of help and additional members for the committee/

115/21 Correspondence
To discuss any correspondence received for open discussion
