34/20 To Approve the Minutes of the meeting held on 14 July 2020
The minutes of the meeting held on 14th July 2020 were approved and will be signed by the Chair at the next appropriate meeting. Proposed by Cllr Hunt and Seconded by Cllr Shaftesley

35/20 Police Liaison Report
Covid-19 report circulated.

36/20 Progress Reports

36/20.1 Verge Cutting
The verge cutting had taken place and most of the debris had been picked up. It was left in an acceptable state. Hedge cutting still to be completed.

37/20 Public Participation
None present

38/20 County Councillor/District Councillor reports
Cty Cllr Hitchen had reported at another meeting that Cumbria CC had submitted their proposal for a unitary authority.

39/20 Applications for Development

39/20.1 To examine applications for development and submit observations to the Planning Authority
7/2020/4062 The Birches, Eskdale Green
Extension and alterations to form gym and playroom including relocating oil tank
The Council resolved to support this application

39/20.2 To ratify the observations submitted by the Clerk under devolved powers since last meeting.

39/20.3 To note the decisions of the statutory planning authority with regards to recent applications:

Replacement of modern windows with new painted timber sash and casement windows

39/20.4 Fairfield

Concerns had been expressed by members of the public re the development at Fairfield that did not appear to being constructed as per planning consent. The Clerk to write to LDNP to investigate.

40/20 FINANCIAL RECORDS

40/20.1 To approve the following payments:

L Cooper Clerks Salary and expenses £ 275.28
HMRC PAYE £ 67.40
JJ Harrison Verge cutting £2000.00

40/20.2 To note the receipt of payments
None

40/20.3 To receive and note the bank reconciliation statements dated 31 July 2020
This had been verified by Cllr Kirby
Cllr Hunt is still trying to obtain paperwork to become an additional bank signatory.

40/19.4 To consider the Budget Comparison Report as at 31 August 2020 and determine action need to address deviations from the budget
No action required.
The Clerk reminded councillors that the budget of 21/22 would be presented at the November meeting for ratification.

41/20 Parish Matters

41/20.1 Emergency Plan
Cllr Kirby stated that the recent Corvid-19 identified the lack of an emergency plan within the parish. The Clerk to resend the template.

41/20.2 Councillor Vacancies
Cllr Hunt reported that the advert had been placed on the notice board but there had been no enquiries. Cllr Kirby to place on Eskdale Facebook page.

41/20.3 Website
The Clerk reported that she had contacted 3 companies regarding the assessment of the current website for compliance with the Accessibility regulations and the cost of a new website that would be fully compliant.
It was resolved that Bill Amos at Millom would undertake the accessibility statement at a cost of £100 and undertake building a new compliant website at a cost of £700

41/20.4 Telephone box Hard Knott
It was unclear who owned the telephone box. Cllr Shaftesley to make enquiries. The Fred Whitton challenge wish to present a defibrillator for installation in the box

41/20.5 Eskdale Open
There is a fund of £4k for community projects. Potential projects remedial works on the telephone box, creating a community website.

41/20.6 Footway Lighting
The Clerk reported that the questionnaire had been returned to Copeland BC.

42/20 To receive reports from representatives on outside bodies

None

43/20 Correspondence

To discuss any correspondence received for open discussion:

  • An email had been received requesting details of properties which had a S106 Local Occupancy Clause on. The Clerk to respond to the enquirer and suggest they contact LDNP Planning Dept.

  • An email had been received from Fred Whitton representatives seeking a face to face meeting. It was agreed that this would require to be a Zoom meeting at the end of November.

44/20 Councillor Matters

  • Cllr Shaftesley stated that he wished to stand down as Chair at the May 2021 meeting
  • Cllr Watson has expressed a wish to resign from the council
  • The Clerk stated that a draft budget would be sent to all councillors in October for consideration and approval at the November meeting.

45/20 Date of Next Meeting

The next meeting of the Parish Council to be held on 10 November 2020 commencing at 7.30pm.

There being no other business the meeting closed at 20.23
