Draft MINUTES OF THE ANNUAL PARISH MEETING

HELD ON TUESDAY 14th MAY 2019
COMMENCING 07.00 PM IN ESKDALE GREEN VILLAGE HALL

PRESENT: Mr M Shaftesley (Chair), Mr R Brown, Mr A Vicars, Mr I Kirkby

PM1/19: MINUTES
It was ascertained that no formal minutes had been issued from the 2018 meeting.

PM2/19: CHAIRMAN’S REPORT
The Chair explained the current situation with regards to the outgoing Clerk and the state of non-compliance that the Parish Council has found itself in. Investigations are currently underway to establish its current financial and compliance status.

Phase 1 is to establish compliance and build on it.
Phase 2 is to establish community partnerships and move projects forward.

PM3/19: OPEN DISCUSSION
Mr Brown thanked the Chair on doing a good job in extremely difficult circumstances. The Parish Plan had been kick started.

A member of the public asked if the hard files and minute book had been handed over? The Chair responded that 2 carry bags of information had been handed over and a memory stick but on investigation there were no copies of signed/approved minutes. It was suggested that Whitehaven archive be contacted to see what documentation they had.

It was noted that there was lack of communication with the outgoing Clerk, so it was difficult to ascertain, what if anything else she was holding.

It was reported that Ms Ashell was trying to get access to the Parish Council’s website.

Mr Vickers stated that the Parish Council needed to move away from being insular and attend 3 tier and Mid Copeland meetings.

It was felt that there was a positive attitude from the community to support the Parish Council and seek leadership/direction. The Parish Plan would build on this by involving the whole community.
